Yes correct looking at the impact, it seems like speed was high
According to form T/A 912 no train should be given /issued clearance untill the block section between two stations is cleared by the prior train.After confirmation only the next train should be allowed.So maybe controllers/SM to save detention had instructed to go more than the restricted speed as the speed is definitely not near 25/30 kmph.A incident of similar nature was seen in Southern railways where T/A 602 was followed by relief loco and the officers pressured to run the loco at 50 kmph instead 15 kmph.When Loco pilot refused he was given chargesheet which was later taken back after backlash.
Lps don't take steps on there own in most cases.They know that what implications are there for not following speed restrictions.It is mostly from the officers who force them to do so for saving detentions and show good punctuality results in the zonal railways and at the board.Incident of Southern railways has been attached in reply below where LP was given chargesheet even when he followed all rules just because he disregarded his seniors instructions to break the rule.

The disdain behind his demeanor is when because of the caprice of so called politics, it is the people which suffers.

All General Coaches of this train have been moved to the last side of this train when traveling from Visakhapatnam to Tatanagar. This has caused a lot of confusion among passengers traveling by General Coaches. When this train is about to arrive, passengers are unable to know whether General Coaches will be in the front side or at the last side. Even the station staff are unable to provide accurate information regarding this matter on the spot. There are several stoppages of this train, where the platform length is short and unable to accommodate the full train. In such cases, all General Coaches remain out of platform. So, those passengers who know the placement of General Coaches are also unable to climb into them. Hence all passengers taking General tickets are compelled to travel in the Sleeper Coaches. General coaches should be at both ends of the trains and their number...
