What about Train Declared in Budget (Vote-on-Account). It was declared before ECC.
New govt. will review the list again and will present a new budget. These trains may/may not be in that list.
Declaration is not a matter.. I think implementation date is the prime concern. However EC mostly allow trains which were announced in budget
