It is a shunt signal. Shunt signals are used for controlling shunting movements(movements typically within a station yard).

When two bottom lights are on, it means stop . To allow a shunting movement past this signal, the left bottom light will be turned off and the top middle light will be turned on.

soem time , when teh light glows green , once it cros te siganl , red light will come , seen thsi arragmentr at NDLS , ms & at haridwar
I have doubt. that when this signal post is in between two tracks. when for which track clearance was given.pls clarify
