If 2 passengers with same PNR are under RAC after chart preparation & one passenger did not report,the will the partner will be allotted confirm berth automatically?

No way TTE can allot RAC to any one he can allot confirm berth only.
@Gaurav Sharma you may be aware that in case of RAC TTE of the allotted coach allot the vacant berth so if TTE is for B1-B3 another in B-4-B 6 RAC 10 is in B1 & if their is vacant berth TTE will alllot him,however if RAC 1 is in B4-B6 & if their r no vacant berth RAC1 will remain under RAC So "REAL INDIAN" came up with Legitimate/lawful REAL SOLUTION

There is a risk. Even after you are booking two tickets, you may not get same seat for the same tkt. Some times one person will get seat 39 and the other person 47. (if both persons get same 39, your theory works, but allotment is not in our hand). How do you manage this situation? In this case another stranger will enjoy the benefit on your effort :)
i think if one rac pax doesnt turnup then tte should give berth to wl1 pax.
Some TTEs are selling tickets to the W/L passengers who gave money without allocating the seat to the RAC passengers.
