yes, a premium train would get much higher priority thn normal ac train
BSP Raj too does 130 with ICF Rake, It does not depend on the rake :)
Any "SF" category train (be it AC or non AC) needs CRS clearance if has to run at an MPS in excess of 110, And this Premium being categorized as SF chances of going above 130 looks slim but thankfully there is no trailing train with 130 MPS so even if it runs at 110 and gets good clearance it might not loose out much time with a non-stop NZM-JHS run...
