Nazeer Sir,
For every cancellation of confirmed berths booked against #lowerberthquota, the said berth is withheld and is only released during #chartpreparation.
All myself and you are assuming here is the same thing, that atleast one confirmed berth which was cancelled earlier was released during the preparation of chart and due to unavailability of any contenders against general quota, the same was forwarded to CK(which according to me is very much debatable owing to the current preferential treatment being given to CK)

I spoke to Mr. karthikayan Sir. Its confirmed that The passenger is an eligible candidate for LB.
So confusions over by now.

the berth belonged to End to End booking, and there were no other contenders in GNWL, hence it was used to clear end to end CK

I have already provided numerous possibilities and they would remain as possibility because I ain't sure of them.
Anyways, just to enlighten you, many-a-times a journey leg (including start-end) which is as such eligible to come under GNWL gets a confirmed berth allocation under PQ?
Research on this and you will find why I wouldn't agree to this last statement (the one I am replying to) of yours.

Only if CRIS had earmarked the berth to be used as start-end as mentioned against /blog/post/1113457/7, only then the possibility holds true.
Now, I am not negating this because I myself have assumed this in the first case but there are a lot of 'If's' and 'But's' which is bothering me for the time being.
