this probably has been raised earlier in the forum, but 17643 ms-coa circar express is never on time, never ever ever as far as i know...
it is not as though it is just late by 15-20 min. there is always an average delay of 1 hr and sometimes, god willing, even two hours. there are times i have seen MAS-HWH mail scream past the train and reach SLO before circar does.

train goes via bvm to coa not via main line
speeding up can be done in scr only so if upgraded to sf then train can reach coa around 7.30-8.30am

AFAIK this is the next train on the BVM stretch after seshadri 17209, in that stretch... ie. if i'm not mistaken. so I guess being an EXpress train this should get priority in the BVM stretch.
and yest , i think it was delayed by 3.5 hours :D... this distance is covered by SF trains in about 10 hours on an average. this takes about 18 for the same
even speedup slack can be cut max 1hr not more than that
