Whether for making train run in 130 km/hr, they have to change the track or anything else?

No change to track itself.. but obviously the faster you go, the more stable the base needs to be. Hence you need to make sure that the supporting ballast is solid and there are no loose sleepers etc. to avoid derailment at higher speeds.. remember 110, 120,130,150 and now even 160 kmph runs are happening on the same tracks, not different ones.. I am not sure if the same tracks can handle 200+ speeds though
