Sorry for the earlier answer-Either of the following will apply as TDR can be filed only after chart preparation and in case of online tickets
(b) If the ticket is presented for cancellation within 24 hours and up to four hours before the scheduled departure of the train, cancellation charges shall be 25% of the fare subject to the min. flat rate mentioned in clause (a).

If the query is for TDR, reply should discuss TDR only & its same for E-Ticket & PRS Counter Tciket.
In both scenario, TDR can be filed post Charting.
In PRS Counter Ticket, Refund from other than booked/boarding Station is same for E-Ticket, after Chart Preparation (& in both case, TDR has to be filed)!!
