Sorry for the earlier answer-Either of the following will apply as TDR can be filed only after chart preparation and in case of online tickets
(b) If the ticket is presented for cancellation within 24 hours and up to four hours before the scheduled departure of the train, cancellation charges shall be 25% of the fare subject to the min. flat rate mentioned in clause (a).

If the ticket is presented for cancellation within four hours before the scheduled departure of the train and up to :
Three hours, when the ticket is for a destination station up to 200 KM.,
Six hours, when the ticket is for a destination station of more than 200 KM but up to 500 KM., and
Twelve hours , when the ticket is for a destination station of more than 500 KM.,
after the actual departure of the train, cancellation charges shall be 50 % of the fare subject to the min. flat rate mentioned in clause (a).
Provided that for night train leaving between 21:00 hours and 06:00 hours (actual departures), refunds shall be admissible at the station within the time limit specified above or within four hours after the opening of reservation office, whichever is later.

Now u made it complex!!
If the query is for TDR, reply should discuss TDR only & its same for E-Ticket & PRS Counter Tciket.
In both scenario, TDR can be filed post Charting.
In PRS Counter Ticket, Refund from other than booked/boarding Station is same for E-Ticket, after Chart Preparation (& in both case, TDR has to be filed)!!

1. In case train is cancelled by the Railways due to accidents, breaches or floods, bandh or Rail roko agitation etc - full refund of the fare of entire booked journey will be granted .Online cancellation can be done up to 72 hrs.

11. Partially used reserved ticket by Rajdhani, Shatabdi and Jan Shatabadi Exp - No refund is allowed.
12. In case Railways is not able to provide accommodation - full refund will be granted.
11. Refund on tatkal ticket - if it is cancelled up to 24 hrs before the scheduled departure of the train 25% excluding the tatkal charges will be refunded. Thereafter no refund means would be zero refund.
