Friends, What should be avrage occupancy rate for a profit making paasenger train? Anybody can tell me?

No idea on that, I just asked for Jaipur duronto and Jodhpur premium from NWR official , hence I know figure for duronto and premium only.
So what about a Passenger train Are they profit making or Loss? Please consider passengers excluding suburban local.
unreserved trains are running in India to serve common people. even if they run in loss then also government has to run them because it's their duty....
