It is well possible. Such Ads and other sort of glasses which appears to be mirror like, enable you to see through. Yet, it matters where light is more. Person in comparatively dark area will be able to see the other side. Hence in day light, the passengers will be able to see from inside. In night (except where area outside is more lighted up) the outer public will be able to see the passengers if lights are on inside.
Definately you can see it...

ye indian railway kis chij ka ghate ka bharpaai Advertisement se kar raha hai aur wo bhi passengers ki suvidha ko Taak per rakh kar/...this is rediculous
