It was a good decision to slot the times which will improve the response time.
One more good thing is that, you get a 50% refund on cancellation of Tatkal tickets.

Looks to me a wrong move. It will bring back normal scenario of heavy traffic for online booking. People who do not get SL tickets will rush to crash the system.
By deferring times means more downtime for reservation system.
But will be good if Tatkal is only over the counter with staggered timings. That means Q can be managed and this will drive PAX to make priori planning of choice.
