Just see the peak observed speed as 135km/hr of SDAH Duronto in between SDAH and NDLS.
Don't know is it possible or not?
However I will go through about C&M Vol I and other track standards then it will be more easy for me to understand about MPS of any route as I don't actually know about this matter.

Looks like this limit is only for sections with specific OHE conditions like presence of Insulators near the poles and the DC style OHE's present in Mumbai suburbs etc. In general P4's are certified to run at 140kmph on C&M 1 Vol 1 tracks and up to the section engineer's discretion on other tracks.

GPS is usually accurate up to 1m or 2m. When converted to kmph that means you can easily have an error of 5-10 kmph. So most likely, the 135 kmph is due to a GPS error and actual speed might have been around 120-130 kmph.
C &M vol 1 standards are not very strictly followed now as the guidelines were decided way back when the Rajdhanis were first introduced (in May, 1969) . Since then the technology has improved and many of the constraints mentioned in the standards can be relaxed now because of availability of better equipment and rolling stock. 60% of the route strictly follows the C & M standards. And the standards are mainly for track conditions, ground conditions around the tracks, gradients and curves etc and there aren't many specifications for OHE's in these standards. Even on 'A' class tracks fit for 160kmph, e-locos may be restricted to lower speeds due to OHE conditions.

Very much possible, and the fact can't be denied that P-4s are no less than 140kmph. And when its the time of three phasers, WAP-4 will be fully utilized till its the time to say goodbye. I got this document from 'Speed certificate-Locos of main line'.
