First of all HWH has 19 WAP-7 whose duties are assigned to some specific trains like KALKA MAIL,BLACK DIAMOND,RAJDHANI,Poorva via gaya...,so it doesn't has much spare WAP-7 to allot to other trains.Thers are not many people who has spotted 12303_04 with HWH WAP-7 So I said superofflink.

If HWH gets 20 more Wap-7 then it can give loco to HWH bound ER trains like 12301,12303,12314 etc.But it doesn't seems like IR is interested in alloting WAP-7 to HWH.

Vikramshila ka TT after PNBE till Kiul jaisa hai ki usko better acceleration ki jarurat hai .. P7 must hai uske liye lekin GZB shed usko P1 de deta hai.. :/
aur Farakka Exp DLI-LKO ke bich P5/P7 se chalti hai... :/

In lko side many train gets WAP5/7 even if they don't need it.Wap-4 is sufficient for trains with less halts.p5/7 are aggressive locomotives and should be given to trains with frequent halts and aggressive schedule like VIKRAMSHILA.Do you have any news/info about JAJ-MGS 130 upgradradation?Pls tell then.
