Yes u can buy, say u r going from new delhi to bhavnagar (BVC) where no direct train is available, u fill reservation slip as follows:
from : new delhi to bhavnagar
boarding point new delhi reservation upto ahmedabad
and...
more...
then at bottom in onward journey place
write from ahmedabad to bhavnagar
u will get benefit of telescopic rate.
Blank Paper ticket is still used for Free Railway Warrant and conession vouchers for at small stations I can confirm for defense personnel at least.
