Buddy here in IRI you can refresh the status of PNR only once in an hour its a feature that was brought up recently owing to some reasons...It was RAC while refresh and charting was done in between time before the refresh button comes up again after an hour..Mean while if you had checked availability since charting was done and 130+ berths were available it was put for CR...Hope this makes clear to you :)

The Current booking concept is available from long back not a recent change,its available at major & important stations rlys do tend release such info for public convenience from time to time.

2013 you would have seen this media notification sir, I had traveled with bookings from current reservation counter in early 2000s also so was in existence from quiet some time.
