Sir - This is not a random decision. There was a proper processing of inviting technical bids before it was awarded to the best bidders (GE for diesel and Alstom for Electric locos). IR will not issue a tender to a foreign company just like that without determining the technical feasibility and evaluating the costs involved. If BHEL did not bid, or did not win this contract, there must be a reason for it.
