Agar saare log ghar aane ke liye train mein baith gaye to train start hi nahi ho payegi :p
There are many people who are not able to come because of non availability of tickets, many others plan to travel but decide not to after seeing the jam packed trains.
Rush is also because holi is most important festival of Bihar after chhath.

Many people of Delhi, Mumbai have started doing chhath at Yamuna ghat, sea beaches, etc so the rush has reduced.
Chhath festival is mainly about the devotion to God, spending time with family may come as bonus. Whereas Holi is all about spending time with family, having fun, eating delicious food, etc.
