thokur is actually a satellite town of mangalore
visited MAQ somewhere in early 2011 (probably in March)
and MAQ belongs to SR of PGT divn

There is no Thokur bypass cabin. There is only one Thokur station and that's it.
Absolutely. But you might have noticed the "XX" before the code "TOKB". Once I asked one Atlas Monitor about this, and came to know that "XX" or "YY" stand for imaginary locations, they don't exist in reality. They are plotted in the atlas in order to guide the routes. Nothing to do with reality. Here also, this cabin is an imaginary cabin, and as you correctly pointed out, it doesn't really exist.
