I think to decongest the congestion at Lucknow first of all either LKo NR should be merged in NER or Lucknow NEr should be merged in NR..i mean both the station should belong to a single zone for better understanding between the officials and better co ordination.And after that all the terminating/originating trains and the trains falling under general waiting quota should be shifted to Lucknow ner and all the passing trains should be shifted to LKO nr..it will avoid rake reversal of many trains and hence there will be lesser congestion...and like bhopal and surat etc lko nr can handle a lot of trains with ease...

Agreed with your points, but both NR and NER have a lucknow division, with their respective drm's, head office's, etc. all situated in lucknow.

Prabhu ji ne jo trains ki punctuality sahi karne ki jo baat kahi hai uske liye ye kaam karna bahut zaruri hai..
What we also need is a Lucknow bypass line. Lucknow NR is far too congested when coming from GKP/PBH/SLN side, especially during the night. A freight track coming from Amausi side to Utratia exists, maybe it could be developed(like the Kanpur bypass line).
Reorganization of NR & NER is need of the hour for better handling of trains.
