Some times till charting time also PNR shows WL 3 and after chart is done it would be in confirmed .
But
Some times RAC 4 Also donot get confirmed when chart is done.
why this behavior ? Same number of seats/coach still why so?

many factors affecting... May be due to berth multiplexing, on that day confirmed.
May be due to vacant quota seats, etc...
