I wasn't aware that IR is going to stop selling wait listed tickets from 1st July.
Is it another whimsical decision and what could be the benefits to IR? It seems to cut off a cancellation revenue stream for them.

It's a part of RM Mr. Prabhu's 2020 vision to match the demand & supply of ticketing in Indian Railways. We will have to wait & watch how this plan is implemented.
We need to wait and watch. If they announce more Suvidha (especially very slow with more stops all along the way) then on demand ticket will be very much possible.

Yes this provision of non-issue of WL tickets is only for suvidha trains.
