All these are draw backs of acquiring foreign made Locomotives which have been designed and built according to the condition over there. Why don't the RDSO and Indian Railways design and built Ingenious 3 phase electric locomotive? Aren't they capable of doing that!!!
the people who design are the same guys who graduated copying each other's assignments, so they continue the same tradition there :P
On a more serious note, we don't have the technical know how on that, for some reason. One of the most critical component, the electric drives involved in control of TM, are still imported (this is true in every field that uses drives, they are always imported, no local manufacturing)

More than that, this is a problem with collaboration between IR and the design companies. The original WAM1, WAG1 and IR's most successful loco, the ALCO WDM2 were all imported technologies. The WAM4 was very successful because of the ALCO tri-mount bogies. And IR developed these imported technologies later on.
A complete design from scratch takes a decade for a new traction technology, by which time it might even become irrelevant. It is a common practice to get the initial models from a company that is already well versed with said technology. Even the WAP5 was custom built for IR, with a separate European version also.
