Suresh Prabhu has made very clever plan to invite Talgo to India without going through tiring and cumbersome and time consuming process of global tender.
Under the rules , Railways can award contracts to any firm only through a global tendering process. However, the NITI Aayog Committee, has been vested with the power to allow a contract to be awarded to a particular firm if it is convinced by the value it brings to the country.
So this committee can directly allow Talgo to supply coaches to India.
