No problem bro, passenger should buy proper ticket (ac Class)and go in ac class!
Rly rules say improper ticket is considered as without ticket. IR says if train is going empty, it does not mean a passenger boards it without buying proper ticket.
Here inefficiency of IR comes into picture who operate as lakeer ke fakeer and are wasting the national resources (i.e. tax payers/ public money)

relative, once have to go from Bhopal to NGP by Rajdhani express and he was ready to take any ticket and pay amount, but he was told there is no room. He himself saw at Bhopal stn one coach was almost full empty. The next stop from BPL was NGP, so no one was going to board the train between BPL & NGP. So IR loose revenue and the person does not get facility he deserve. What he ultimately did, I did not ask, but should have asked.
