May be the maintenance staff forgot to turn on the valves for the water supply. I too experienced the same thing in Seshadri once. There was no water in my coach and the adjacent coach and we complained to the coach attendants. At Kuppam, the water supply was restored and the mechanic told us that the staff had forgotten to turn on the main valve after filling water.
