Going by the past trends, Most probably, the fares of premium trains shall not be reduced actually (below normal fares) in the lean season, only the severity of the surcharge shall be reduced. Any how even this step shall be very helpful to paxs and IR alike. For the paxs the adage "something is better than something" or in hindi "doob-te kotinke ka sahara hi bahut hota hai"
At least now railway should take lessons. This is a time to scrap Premium trains and / or flexi fair system. Legally you can not charge different fair amount, from different PEOPLE WHO ARE TRAVELLING BY SAME TRAIN because they have booked tickets at different time. Railways should not wait till slap is given by supreme court / CAG / comman people of India. Act at the earliest.
