The main reason we can say is 'Non availability ot Time' as any change will need Time.... be it track or currency exchange or Country...
People have become impatient
People have outgrown number the country can accommodate
People continue in their 'Traditional' thinking and not considering the situation of 'Present Moment' country is in....
Whenever any ruler has tried to change the situation he is thrown out of seat of power.
and then we blame 'God Fate People ...'

people are not ready to be in queue or not allowing queue to move peacefully...
at notes exchange counter people have made queue but they are pressing into each other as if glued... and reason is some third 'intruder may come' and take advantage, then who will kick him out.... ?
What a disciplined citizens, !
our schools too are not interested to introduce the word 'queue as must' as they too are afraid that if queue happens then their own indiscipline will come out....
Supreme court is worried about 'long queues at notes exchange couners' and foreseeing 'riots' ?

If supreme court could feel the heat of people's discontent, why so many cases in courts all over india are pending ?
When we got Freedom from British, we never thought India is our contry, but political war made a great divide,
British Democracy is different from Indian democracy.... as they have toiled to learn discipline...
India thinks in terms of "Lawlessness-ness' still in own country,
But this is hangover of 'Freedom Fight" which means disturb the Govt machinery by riots , be lawless,
But we are not realising Leaders too are indian and public too Indians then who is fighting against who ?
and still we say "India is great Culture" :)
