Those don't have can write the numbers of their relatives. And about 95% have mobile numbers in their family.
In today's date, almost all have mobile numbers or numbers of their relatives. Tough to find a rail passenger without a cell phone in current scenario. I hv seen people dwelling in poorest slums with cell phones. Atleast it helps the railways and/or even the passengers in case of such catastrophe
