I given it no because there is more requirement of 2S and General Class Coaches rather than such CC Coaches. NewDelhi to Chandigarh is 4.5 Hrs by Mail/Express and SF Trains. thats not a huge distance. People here from middle class travel frequently but there is no such kind of train at suitable timings except for 1-2 Trains.
