To decongest Delhi stations and improve the timing of crossing over trains, should each crossing over train be given only single stoppage in Delhi NCR region.

But DEC has some transportation issues as well due to its location. lack of city buses by DTC and distance with metro station. May be problem some for east delhi residents.
That's why I said if improved. Upcoming Janakpuri - Botanical Garden metro line goes through Palam so if their any metro feeders aur E-rickshaw available then passengers can reach DEC.
The problems in that case is that 16 platforms of New Delhi station will be of no use. I think NDLS can be a major terminus for premium trains like Rajdhani, Shatabdi, Duronto, Humsafar, Tejas, Garib Rath, AC SFs of all directions. Rest can be as you suggested. HOwever, it will leave popular trains like Tamil Nadu, Poorva etc to terminate at NZM, ANVT etc.
agar cross over trains ka timing sudharna hai to thoda kasht uthana hoga. take for example katra bound himsagar exp , it enters delhi by 8pm and leaves delhi by 1 am . 5 hrs for second longest train wasted due to congestion which could be wrapped up in 1 - 1.5 hrs
