NHLN Should be Upgraded with All Sections then ask for Shatabdi

Upgrading a section of track is a costly affair and doing it just for operation of a shatabdi, the patronage of which is highly doubtful should not be done. A JS is always a better option than Shatabdi in such a circumstance.
