No. They are just locos designed to work in both DC and AC traction. As such, these were designed specifically for CR and WR, which had a mix of AC and DC traction and were not needed anywhere else in the country. CR initially had DC traction till Igatpuri and AC traction after that till Bhusaval and diesel traction beyond that, towards Itarsi. This necessitated a loco change at Igatpuri from AC to DC. So, instead of using separate DC and AC locos, CR used the WCAM locos to run the trains all the way till Bhusaval, before switching over to diesel traction for the onward journey. To this day, a few trains get WCAMs all the way till ET, from where they switch to diesel or regular AC locos.

Were they built at BHEL Jhansi?

An aside question:
Also does BEML Bengaluru near HAL manufacture any coaches nowadays? I had long time back seen a MEMU rake and few coaches in their shed besides the main road.

had only once in my travel on Old Madras road seen the railway track near the Baiyyappanahalli junction that connects BEML factory to BYPL-BNC line being used. A KJM WDM3A was slowly hauling some 10 brand new blue liveried coaches from factory to the mainline. With no gate, it was just traffic policemen stopping all vehicles at the junction to let the train pass.

Yes !! The WCAM2 and WCAM3 series of locos were manufactured by BHEL and 'leased' to IR ( BHEL still owns these locos along with the WAG5HB class). BHEL delivered some really great solutions for IR. Even at the time the WCAM3 was being developed, IR was on the lookout for High HP 3 phase electric locomotives. BHEL prepared a very good, low-cost design somewhat based on the WAG6A class. But sadly, for reasons unknown, the contract went to ABB and today, the resulting WAG9 and WAP7 class are thriving in IR, while BHEL has been relegated to building the internal components for these locos.
They are definitely manufacturing coaches for Metro, but I could never catch

site of the line being in operation. The signals etc on the line are still active ( there is one signal just past a level crossing on the line) but I could never catch the line in action. But I presume they have shifted their focus to metro, EMU and other auxiliary things. IR itself is moving to LHB now, so BEML's ICF style passenger coach production is no longer required.
