Maharashtra is top GDP US$250 billion and richest state of india. But in railways Mumbai & Maharashtra state is neglected from long time. So it need to develop the rail structures in mumbai & maharashtra along with all indian states.
What about other metros like Chennai where IR spent everything to build their suburban network or convert to BG?

It has nothing to do with local bodies or state govt. funding IR network. Why should they? Will they get any profit from IR from ticket sales. So the ever increasing fleet of BMTC which is a self sustaining entity and is the lifeline of the city. Also local bodies get hardly a few hundred crores or thousand crores as taxes and other revenue, to spend it for the IT crowd to travel...

True. Zero development of Gadchiroli district. The people are totally cut off due to rivers. Many trying to cross in coracles across Godavari are swept away. Thank god the great man R. R. Patil got the bridge to connect the district to Kaleswaram in TS. Now all travel to HYD for hospital and to earn a livelihood.
All state RTCs have a pricing of factor 1. That is 1 rupee for a Km in express buses and a little less in village buses. BMTC though costly is self-sustaining. Efficient and clean. Not a burden on state exchequer.
TN is the only state which heavily subsidises bus fare. Welfare states look alluring but will collapse one day because of the sheer burden of subsidies.

A majority of taxes collected by the central govt by way of income tax, excise/ST etc are reverted back in thousands of crores to states by way of annual plan assistance and other funds by the Centre. These businesses, salaried persons who directly & indirectly contribute to the taxes/duties are facilitated by suburban travel, the subsidy of which is borne by IR, where as benefit is reaped by the state govt. Logically, a part of the revenue should be directly given by central govt to IR for the subsidy borne by IR, but unfortunately that did not happen. So IR ask directly to states to contribute/ participate & state govt readily agrees in many cases.
