I travelled thru Train No. 12445 Uttar Sampark Kranti Express by 3A, B2, Coach No. NR01721 on 22.07.2011.
It departed on time from NDLS but the AC wasn't working for almost 30 - 40 Mins after lots of running around we could the AC Technician and he rectified the fault.
Toilets were stinking as if not cleaned since ages... No water in the lavatories of Coach B2 in the morning of 23.07.2011.

like to know where a passenger should complain for all these problems - in Train or at the Destination station? Can I send my complaint thru Email or Letter now?

If that Indian happens to be 'NRI', may be he availed this facility with proper documents. Or he might have dual citizenship/abandoned Indian citizenship.

My fellow passenger was a bonafide Indian passenger and not at all a NRI.
He was not even aware what why FT is mentioned on the reservation chart whenever he books ticket thru his agent. After checking on Google I only informed him that FT means "Foreign Tourist" Quota.

Then may railways used out all available and unclaimed quotas for claimants. and your fellow traveller was one such who was allotted FT quota. If we see this 'quota' business, it is just earmarking certain berths for travellers under various categories. So it may look a matter of wonder, but it is a usual business. And the quota marked for different categories could be marked in chart and ticket due to computer programming. I do not see any irregularity. . Just like 'upgradation' even agents can do little or nothing. So here FT quota could have come to 'fellow traveller' that way.
Yet Agent approach proper area faster than a layman could.

First part reply of your post:
You can write a complaint to GM of NR with your ticket details.You can also send copy to railway board.
2nd part reply:
On this issue you can write to Chief Vigilance Officer NR (full address available at NR site or Hard book TT of North Zone).Please write details :PNR, Name and fro/to of passenger.
