This decision seems to be result of present tussle between PM and WB CM over demonetization

The right step has been taken from the perspective of IR, what ever may be the reason. Be it financial crunch being faced by IR or the tussle. IR could save much more than 1000 crore Rs/year.
It is a lesson, one should not be overwhelmed with the strengths, weaknesses should always kept in mind.
WB with poor financial condition inherited from decades of Leftist rule very much like the central govt inherited after decades of opposition rule esp UPA-II.

govt chose to collect more taxes (politically not desired) and move forward in the path of development. TMC govt on the other hand continued with politics of appeasement rather than the hard way of going for development.
If Kolkata is to be developed like London(as earlier desired by Bengal CM), it has to be through efforts of CM/State Govt and not by RM from Bengal sanctioning projects of about 50,000 Crore Rs to be funded from the kitty of IR, for the Kolkata Metro & other related Expansion Projects. Disinterest or non-participation of state govt is the main reason for not so satisfactory state of affairs of Kolkata Metro.
Kolkata, which historically had been the No.1 city of India from point of view of importance, business, education, financial might etc. is slipping fast with Delhi & Mumbai distinctly overtaking it and much less populous cities like Chennai, Bangalore, Hyderabad are being considered almost at par with Kolkata in many matters of importance. Poor state governance is the most important reason for this continuous downfall.

100% i agree with you over gradual decline of kolkata. This kind of politics may seem good in short run but very harmful in long run.
