Sorry, my bad. I admit I didn't read the question. I just saw the options and assumed it is an opinion poll on which one should start first. :)
That aside, I do think the Mumbai-Goa Tejas should be given priority. From what I read on IRI, I see that the NDLS-CDG route already has a Shatabdi which is running empty. I don't think Tejas will do any better. The RM being from Goa should at least push the Goa Tejas more if he can really see how beneficial it would be to the tourists and it's profit potential.
