Today I booked in 12817 from crp to cnb having a fare of 1085.(Base fare 953) I waited and when avl was shown after chart preparation I booked it at 985. 10℅ discount on base fare.

Today 12313 had no surge from dhn. The total fare from dhn to ndls is 1850 with a base fare of 1473. Today it had seats in current availability thus the ticket was discounted at 10℅ ( base fare) and total charge now is 1695 I.e 155 less. Your point that discount would be given on the last booking fare is justified here. See the screenshot
Absolutely not. see the screenshot attached for reference of sdah raj from dhn. Last ticket was sold at 1850 the original fare without surge.
