Generally when we post any content on social website, that website gets a license to use that content for display and circulation use. Its the website's wish to circulate that perticular content to whom, if any person uses that content without the permission of that website or of the original creater of the content for display, circulation, advertisement or any other purpose other than 'the fair usage' then infringment of copyright takes place of both the owner as well as the website.

Nopes it doesnot work that way.
for example if I post pics on facebook then facebook dont become owner of my pics. Facebook can use my pics because Iam a member of facebook but they certainly cannot claim copyright on my pics. And if any third party uses my pics then legal action can be taken only by me not by facebook.

Read section 30, sec 32A and sec 54 of the Indian Copyright Act 1957.
Sec 54(a) clearly includes licensee under the term of 'owner of the copyright'. And remedies are available to such owners under the act
But I was wrong at this place that under sec 51(1)(b) of ICA news agency can't be sued for copyright infringement if it shows current event through copyright photographs of any other person beacuse it comes within the category of 'fair use'.
