In general HS are likely go get priority and speed like faster SF trains on their route.
Some of the HS may get higher avg speed/lesser journey times than SFs, due to 130kmph operational speed permitted to them, esp. on Raj routes. 60-70kmph avg speed band is likely for most of HSs.
But Rajdhani type priorities is not probable as long as the tracks remain saturated. How ever a few HS may get time slot of non daily Rajs.

Only by giving new rakes , you cannot ensure top priority. Unless rail track condition is improved max and avg speed in sections can not be increased. Constructions work going on and some times due to natural barriers involve PSR/TSR in sections and until they are removed avg speed in section cannot go beyond a limit.
And above all these, track saturation issue, specially in sections ( like gzb -ald, njp-kir) until resolved by making DFC doubling and tripling, is the major bottle neck.
Personally feel that in place of introducing new trains...

Humsafar is nothing but an AC Superfast with 3AC coaches. Just like the fact that every RM wanted trademark trains under his tenure, Mr Prabhu went for the same with new livery and additional facilities (something that should always be started with Rajdhanis, in my view). But so far priority is concerned, I see no reason for a Humsafar to get a Rajdhani priority. The train has been put under 'superfast' category and the base fare is less than that of Rajdhani. In fact the only train having such features are Durontos. SO I donot see any reason of Humsafar getting priority equal to that of Rajdhani. However, it will be nice to see competition of Humsafar with SK, SG, WBSK in coming days. That will make things more clear.
