till now 2 hs are introduced thought to be given priority of rajdhani but not even getting priority of SF wat according to you cud be the reason

Only by giving new rakes , you cannot ensure top priority. Unless rail track condition is improved max and avg speed in sections can not be increased. Constructions work going on and some times due to natural barriers involve PSR/TSR in sections and until they are removed avg speed in section cannot go beyond a limit.
And above all these, track saturation issue, specially in sections ( like gzb -ald, njp-kir) until resolved by making DFC doubling and tripling, is the major bottle neck.
Personally feel that in place of introducing new trains

RB should focus on increasing max coach limit per train, providing HS like facilities in already running good trains of these routes and more 3AEconomy coache\ trains like GR
