Even after damn cheap monthly pass, people don't buy it and travel without ticket. There is in fact a section of people in our society who think travelling without ticket as a matter of show of strength, and consider that weak and coward persons who are afraid of the shaggy laws purchase tickets. Magistrate squad must record the activity and ones found at fault shall be given max. possible penalty with a compulsory jail sentence of appropriate duration.
