We can't use the financial aid for any other purpose. Japan's proposal was to only help us if we are building a 'bullet' train and nothing else. IR does not have any say in the project. IR did not decide to use the money for a bullet train project. Japan offered to help us in case we want to have a high speed train corridor and we agreed, that's all.
For other infrastructure updates, IR has already made a deal for a financial assistance of 1,20,000 crore Rs from LIC.

It's like saying to the starving majority, don't ask for food (2 square meals a day) because others (few) have got food. These others who have food now want 'gourmet' food, so cater to them, let the ones with little/no food starve and die.

But IR is not. It's a public entity. Govt. is supposed to develop all parts of the country with available resources. Basic transportation like food, shelter and clothing has to be provided by govt. Only then can one go on to bullet trains. Comfort for the rich is provided by premium trains, but Bullet train is a whole new exercise. A costly one.

If, like Anirudh sir says, the whole loan is from Japan then one can think of it. But what is this 77000 cr MoU? Who is going to compensate for the land acquired? The compensation is part of the loan? Or should IR and state govts. pay the land losers.

I thought so too. But what's this 77000 crores mentioned in the news? Some MoU.... India doesn't spend a rupee for this project, was what I thought.
