I think yes u can get telescopic fare I remember one member some days back wanted to change the boarding point from LTT to kalyan for destination like Bhopal from udupi so that he can change from panvel.
His boarding point is changed when he went to change in prs and he mentioned that in this forum. Sorry I couldn't recollect the train.
Train was 12811 ltt hte sf. And I changed BP from ltt to KYN of 2nd leg of journey. Chain was UD-LTT ( Matsyagandha) + ltt -hatia (12811 sf). In this case the stations are under cluster station so you ( 1st blogger) can book this ticket with telescopic fare, the only condition being route taken should not be longer by 15% from shortest route. In other words the route should not be greater than shortest route + 15% of shortest route.
Yes you can book if your route taken is shortest route+15% of shortest route. I hav seen a person booking ticket with telescopic ticket with first leg being HTE-ANVT and DLI-CDG. These are cluster stations, so you can try booking your ticket.
