IR has followed a strategy of now running specials and even if they are Regularly running,they continue to be run as Specials.Most famous of them being Kamakhya Pune Specials
actually clearance of regularization comes from Ministry. But Zonal level can run them as Spcl. its needed hence running as spcl.
biggest ex is LJN LTT AC Spcl, running as Spcl since 4 yrs now. still not cleared to be regular.

I feel Special is good for zones as it gets special fare. Once regular its fare as ho be at Par. As far s ministry is concerned they give approvals on basis of "dont u know already know".
