I have heard about the delay certificate in Japan....that too for 5 minutes late....in India, no one cares these 5 minutes

In Japan, one can plan their trip with minute in their itinerary(like if train arrives 3:40 at osaka station, then we can plan for 3:45 bus/train to other destination), Even those delays also rarest scenario(like Earthquake, other natural disasters).
