Part of the problem with SCR is that they prefer ease of operations than connectivity ( not in a discriminatory way, but it ends up having the same effect). All their choice of starting points for trains are either terminal stations like COA,MTM, NS or major cities like SC/BZA/TPTY etc. Because of this, many major places like HX/ATP/OGL/AWB/NLR end up depending on passing trains and do not have any originating traffic.
While it is definitely a good idea to start trains in this manner, in most areas this is becoming a problem because, other than the Godavari and Krishna districts, the other areas in SCR have no terminal stations and many of the important places are

just passing stations ( not even major junctions). This is leading to the idea back-firing a lot and SCR has no answer right away as it has followed the same development strategy from the time of it's formation and they are unwilling to adapt to a different style of operations.
But SCR is a decent zone. It has the usual problems at the border regions, but they are not very ugly or discriminatory and the problems are mostly due to laziness in operations and a resistance to change. A dynamic leadership and the correct political pressure can help set things on the right path for SCR.

But then, wasn't CR handling the portions I mentioned earlier? Is it that, instead of splitting the entire work into two portions, they just combined it under one project and put it under one of the two zones involved?

total project is under SCR as its decided decades back. Its SCR responsibility to complete the Doubling and electrification untill DD. SCR done its job quicker in its area.
There are many SCR project running at snail pace. Nizamabad to Karimanagar to Peddapalli project is couple of decades old not completed.
Just 50 km single line project Jagayyapeta to Vishnupuram which is pending from past 10 years in SCR.

Gadwal - Raichur also many years its taken. Even after opening not used effectively.

zonal railways wont handle projects, they contract to some agency. Zones are responsible for review and fund generation majorly.
This total project is given to SCR at the time formation i think. As its a big project SCR funding became major problem
