Will be refunded back for sure normally in 3-4 working days..even I have come through this situation a couple of times
If amount deducted and transaction failed amount shall be credited back in to account of booking in 3-4 working days..Don't worry guess you will see the transaction details in failed transactions of your IRCTC account.
He had posted all transaction details, which was asked to be removed.
