I have stated this before in a poll too ......

RMs with long tenure get judged on reforms, but short term ones like Mr. Kharge are judged by few things he did that had a long-lasting consequences in a particular area.

The Bidar-Kalaburagi region is one of those perennially struggling regions in India. His contribution to that place may not get him accolades in virtual world, but on the ground, the few things he did has forever made him an icon there.
-
1. The Bidar-Bengaluru train: Bidar-Aurad-Bhalki all these regions were struggling with no hope for any improvement in connectivity to their capital. By introducing this train, it has become the lifeline of that region for the impoverished to migrate to their capital for work in times of drought. The already existing Nanded train was always full by the time it reached Bidar. They also credit him with the influence he used to get Bidar-Hyderabad ICE.
-
2. Bidar-Kalaburagi line: This was pending for decades with no funds. Now with the push he gave, it set to complete next year.
-
3. A train from Kalaburagi to state capital: A separate train, much needed for the Hyderabad-Karnatak region, was started. But from SUR because of lack of facilities for maintenance at GR. When he became RM, he sanctioned a couple of pitlines for GR, but still it starts from SUR, also just 1 pitline was built. Anyway, it is still something. An ICE to HYB was announced too. That was started at unpopular timings, then cancelled, then again started at same flop timings. A botch up. But something he initiated, has helped a lot for the region.
-
4. A division for GR: This was as usual done by most RMs. It would have been better to shift GR to SCR or make few changes for trains/seat allocations under CR-SUR. A bigger and higher revenue generating region like GR needs a few trains but being under SUR was always a problem.
-
5. Harihara-Hosapete line: Another line languishing for want of funds saw the light under him. Partially open. The rest - work is on, but hopefully some day it will open too. This mostly thru Ballari region is another backward region.
-
6. Yadgir coach factory: The most backward district of KA. Though this isn't his constituency (GR) or birthplace (Bidar), he did something to generate some income for the locals of this place.
-
Like other RMs it would seem he has done a lot for his constituency; but the truth is that he did it for a region which is most backward in all aspects, so this was welcome. For these small measures he is revered in that region as someone who did something when no one else cares for them.

Khajuraho-Lalitpur: this is one line which is a major step in bringing down the backwardness of Bundelkhand region. Whosoever RM worked for that line connectivity deserves accolades.
