I think the article was talking from the perspective of Lohardaga folks who had to come to Ranchi to catch trains for New Delhi. For them, surely there will be over 4 hrs of time saving. Even for trains like Hatia- Jammu Tawi via Delhi, it would probably reduce it time by 3+ Hrs. Trains like Garib Rath might save upto 2.5 Hrs.

Quite obvious reasons ... That is why the work on Electrifying this route is in full pace now. Once that is achieved even Rajdhani Exp will be diverted to utilize the short distance.

Electrification will be completed within 2 years. Means route diversion me at least 2 and half years.
